Thank you for making the video. Is it possible for foreigners to start the process? Without a resident registration number I am unable to even get a login to the Onestop website. I am currently in South Korea and have a local phone number.

The English in the video needs to be clearer because there are confusion and different requirements for recreational vs commercial.
Depending on your purpose, activity and use case, not all drone pilots are required to register locally via South Korea one-stop. This is mainly for South Korean residents and those who are requiring extra or special permissions on zones that need registration.
For those who doing recreational purposes and follow all the health and safety, as well as aviation airspace rules. Foreigners specifically do not need to register their drone using locally in Korea. Of course, read your drone weight. If it is 12Kg or over, yes you are required but that is usually commercial, that requires all these additionally media and flight permissions stated in this video.
Hobbyist such as those flying 1Kg or even less than 50 grams have different rules depending on your drone activities or purpose.
Of course, if you are doubt. You should be consulting the local aviation airspace for their decision and final advice. Everyone’s use case is different.

You are right! This video is old (look at the date published) back then, rules were VERY ambiguous. I’ve called them and their answers were VERY ambiguous. Rules and regulations have changed a lot, and are still changing.
Back two plus years ago, media capturing to upload on social media requires all drone pilots to sign up and report on the said website.
Maybe this too has changed? You can enlighten us and I will pin your response. (Don’t reply to this comment but on a new comment line) - your knowledge can be very helpful :)

As far as I know, filming or photography by drones are required to ask for permission

How about dji mavic mini? Should we register it?

If you plan on filming with it, then yes.
To legally film any aerial footages, you need to get 촬영허가, and when you apply for 촬영허가, the agency requires you to also apply for 비행승인, and to that, you need to have had registered your drone.

As far as I know, all droners in Korea.... (regardless of the size of the drone), need to have at least a Class 4 license, and for that, you would also need to have the drone registered!

Sir can you help me how and where to obtain this license? You know I my dji mini, all along I thought I can fly my mini without registering it and without license just don't fly in the restricted place. I guess I'm wrong.

I double checked to see that drones under 250 grams do not need a license.
However, if you intend to take aerial footages and videos, you need to get media permit, then you would also need a flight permit, and then you would also then need a license.
If you intend on just flying the drone, you don’t need anything but to fly in safe zones!
