Nah, I wouldn’t really class the outcasts and BOS as a war. I would more class if as a heated disagreement, as they weren’t really trying to wipe each other out. The BOS were too busy with muties and the enclave to enter into a war with the outcasts, that and they didn’t want to hurt their former brothers most likely.
