Because they aren’t relevant in the story naruto is trying to tell. Naruto is a super hero in the ninja world so the ninja part isn’t focused much. Itachi being in the anbu is only there for sasuke development, same with shisui, and Yamato is only in the anbu to check on to be introduced to team 7. Sai is only in the anbu to be part of team 7 temporarily and to introduce Danzo. Danzo barely has screen time and is the last bit of anbu material till boruto.
