Poverty of aspiration and status driven society is leading to this situation.
On an average, there are approx 10 lakh people aspiring for UPSC out of a total population of 1.3 billion, which is approx .076%. How you can say that there is a poverty of aspiration?

Why don’t folks educate themselves in same proportion and create something??

I realised this long back, I was one of those aspirants, the culture one gets inside during the UPSC preparation is brutal competition and aggressive hustle, most of which is unproductive - reading newspapers, objective history, government schemes and many such topics which reduce you to nothing if you don’t clear this exam.
I just gave one attempt and I was good.
Thank god. I am out of it now, I am a Scientist working for Google now. Living happily.
Exactly, I was a banker, & I resigned from my job to pursue this, & gave 1 attempt. Now as my 2nd attempt is coming, I have gained a better perspective and I'm going to pursue public policy & research as I genuinely like the field. I'd be able to do the work which I hoped to in the Service, & probably a lot more.

Coming from Bihar, can't even tell, how much people crazy about UPSC nd especially IAS.
I myself was in dillema, whether to choose MBA or UPSC. Now i have made my mind clear.

Bhai Sanyal sir is not even himself a permanent bureaucrat. He is a lateral entrant, no matter on what position he is, he has never cleared Civil services, he is sitting on that position through a lateral entry, if the govt. changes, he will have to look for something else.

Himself being a lateral entrant, commenting negatively upon the meritorious officers who are there in the services by clearing the toughest examination of India. He should take his words back. I respect him for whatever he is, but he should show little maturity while talking on such issues, and whether it is twitter or RUclips, see the comments below, all those who have failed the exam even after giving repeated attempts are commenting and supporting Sanyal sir’s thoughts. Ask those who have cleared the exam by working hard in the right direction, there are multiple examples every year in the result. Is he the cabinet secretary of India, or is he the secretary of ministry of personnel who is giving his personal views regarding it and trying to demean the bureaucrats who have come to service by doing sheer hard work.

This is a real problem which people are afraid to talk about as it offends some powerful people in this country. This will definitely hurt ego of some people but will benefit lakhs of young aspirants who waste energy and time in getting into services which is not actually meant for them. We should also get into larger discussion of creating a system in India, wherein one can identify his/her core area of interest at an early age and strive in that direction instead of blindly taking up UPSC or for that matter any other competitive exam.

You can use your knowledge for other competitive exams. And if you seriously study for upsc and still not clear it then also no years are wasted . You can give Bank PO, Staff selection commission, MBA exam. Knowledge never wasted .
People will do BA, B.ED and work in private school for small amount of money but not become electrician or plumber...

I got a job in IT company and didn't join it.Gave UPSC exams studying eveyday for 13 hours and thank God I came out of it after 2 years and joined an NGO and now working as an HOD -Head of Department in a school

He is absolutely right, 7 - 8 yrs just to get a job in government & without contributing anything to the economy. lakhs of students wasting there time & money.. keeping it to max 2-3 attempts & restricting age limit will be a solution to it.
It's Not poverty of aspirations.. It's Poverty in literal sense. Mr economic advisor should talk about why there aren't more jobs and opportunities for youth esp for those who aren't from a privileged background. People living in poverty can't afford an MBA or build a startup from scratch but what they can do is, spend ₹100 and dream about getting their whole family out of that poverty just by sheer willpower & hardwork. I think he should visit states like Bihar, UP to see the ground reality and understand why it's happening.

@@mahanirvaantantra Bihar's economy is in shambles because people migrate to other states in search of jobs and livelihood & people who stay are largely dependent on agriculture and unorganized sector. All these things happen because our policy makers don't pay attention to the root cause of problem i.e. Lack of affordable quality education, lack of skill training & lack job opportunities near their hometown.
And as far as UP is concerned, it runs a scheme for civil services coaching, isn't it contrary to what mr sanyal believes?

Let's agree that he does field visits and interact with people on ground and of course he is an eminent scholar But that should be a cause for more worry 'cause even after knowing all those things, he still couldn't understand why so many people are writing UPSC and other govt exams every year. For many it's not their dream or choice , it's simply that they don't have enough opportunities if they aren't from privileged sections of society be it economical or social.

Guys please don't take shows like Aspirants, Kota Factory and Half-CA too seriously. VC Firm Tiger Global owns a stake in TVF as well as in Unacademy (might have been clear form the heavy promotion of Unacademy in TVF shows but still).
Sanyal is making a valid point, government jobs will continue to decrease. However, there needs to be someone holding government to their end of the bargain. Bring in the Kothari Commission reforms, 6% of GDP for education, 3% for R&D. No government except the Atal government has gotten close. If done we will hit double digit growth numbers in GDP in the coming years.
PM Modi has a clear mandate (hopefully even in 2024) I do want India to spend at least 4% of its GDP on education and 1.5% on R&D in the coming year or two. Else we will leave our youth no choice.

I have read a number of comments in appreciation of sanjeev sir's narrative. A few questions to them.
1) is govt sector and pvt sector same in facilities.if yes then remember the covide era when on 1st day of the month,the givt employees used to get the salary while a pvt sector employee used to receive half salary that too late barring IT sector which was blossoming.?
2) leave policy- ask leaves in pvt sector..the head sees as if u have asked for his kidneys?
3) firing rate--
See the lay off in byjus, Infosys.
4) just see the condition of entry level engineer in sector like mining, mechanical etc..u will realise why people are running after givt jobs.(Except IT sector which is prince among the pvt sector)
Disclaimer:: i m not supporting govt job and condemning pvt sector.The only thing that i want to emphasize is that have strict regulations in pvt sector and bring it at par with the govt sector.The day it is done..the aspirations for govt jobs will ebb soon.Else it will increase chahe jitta bhi chilla lo.
This is exactly what I wanted to say! Preparing for government jobs in droves is a symptom not a disease in itself. Address the causes and the symptoms go away.
Exactly that's why you will see a lot of people from IIM, IITs who are earning lakhs per month in corporate sector are leaving jobs and becoming IAS. Because living in the concrete jungle of metro cities..facing traffic for hours, pollution, crowd lot of people don't like it. Even if u earn a lot of money even in crores you'll have to sit for hours in traffic and inhale the polluted air. But when u become an IAS you'll get a big house away from the crowded area, the peace, the garden around your house, the organic veggies of kitchen garden, the gym.in the house and much.more which you can't buy in the cities even after earning a lot of money. That's also one of the reason of choosing this job.
Well......every job has its own problems.....I am surprised why literally nobody talks about problems in govt jobs......low salary, too much focus on protocols, messy and unkempt offices, frustrating delays, political pressure, legal issues, frequent transfers, restriction on freedom of speech, and of course, the most important, luxury trap. We need to see things the way they are.
Indian government also needs to make the laws more in favour of entrepreneurship.
I absolutely agree...There are poor people everywhere in the country only certain regions poor people have this craze of UPSC. This is the risk averse nature is a major factor poverty of aspirations. If you take a risk and it doesn't work out that does not end of life. Can you really judge a person entire life potential based on an exam with 4 to 6 attempts? Most people who scored more than me on these test are behind in their career than me.
He is absolutely right. I gave 2 attempts and now i won't waste any more of my time on this exam .
Now I feel peace , started going out, meeting new people . From 2021 to 23 I just locked myself in a small room and used to study for upsc but now I have decided enough is enough. My friend gave 5 attempts still she couldn't clear all stages and now she is mentally and physically so exhausted that she can't even focus on anything. She was also the one who advised me not to waste my precious time and 20s on this exam. Finally I am happy and now life is on right track 🙂

Same thing was happening with CA exams few years back, I don't know what is status of it now. But I had seen a lot of students attempting CPT (CA entrance) exams. And felt the same situation Mr. Sanyal has spoken about with context to UPSC, but, on smaller scale. Yes, CA is course not job exam but still, students spent youthful energy on attempting CA exams otherwise which could have been different.
It is not poverty of aspiration. It is pure unadulterated greed for an easy salaried life without accountability. In a private enterprise there's serious accountability. In central government positions you could literally sit on your arse, do nothing and you get to keep your job. It is that simple.
Private jobs are nothing but pure example of existing license raj in the economy.

Private companies required to pay hefty bribes to the License Raj just to get their businesses starting. Do you even know what License Raj is that you without any thought just equated it with private enterprise? The word license itself means it is a permission granted by the government. UPSC aspirants my foot. All you lazy dumbfks just want to earn a lot of money and social status without actually contributing to the economy. BSNL is a prime example. Why private company go to only IIT IIM and some tier one college, then they should go to tier 3 college to recruit. Mr. Sanyal is completely on the point. British Raj created bureaucracy to rule over a huge native mass. Sooner this Raj legacy is discontinued better it is for the Indian society and economy. I am commenting this after watching from very close quarter for over three decades as to how civil servants work . They have created a false image about them to be omniscient and can decide or frame policies on any matter. Most of them have bloated ego and are members of a strong network. They even grab plum jobs after retirement. In 21st century, all policy making issues be it economic, industrial, labour, education or strategic etc. are highly technical and cannot be simply handled by generalists, but by the specialists. I find many of the recent batch recruits are quite mediocre and they like to create wealth for themselves from day one. Corruption is very high specially in state bureaucracy as there are hardly any watch dogs. We need a very professional bureaucracy like that in Singapore, not power grabbers we see in India.

I fully agree with Dr Sanyal. We loose many bright young minds to this who could otherwise be a star in some other field.
Let's be blunt, the only reason people gravitate towards gov jobs are because:
1) it is pretty much the only sector where you can't get fired for non performance and
2) bribes

The very phrase 'poverty of aspirations ' does sound relevant where one is surrounded with multitude of opportunities however in India , opportunities are at the abyssmal level. Resultantly, aspirations is distant term . So this best describe the situation as' poverty of opportunities' not 'poverty of aspirations'.mr. Sanyal must be rectified himself

Same problem with CA course
I think, this craze for UPSC in particular and govt. exams in general will not go, unless lot of other things are fixed. For eg, , limited opportunities in private sector and entrepreneurship(long list of requirements, difficulty in enforcing contracts, etc), especially in states with no private, toxic corporate culture, Indian parents mindset regarding govt. jobs:- a govt. peon is more respected than an Apple store owner. What compounds this problem is rotten Indian education system, which has led to rise of expensive coaching classes.

Bro don't be so silly, you can teach in Coaching, can open your own youtube channel, can be a journalist, Can work in NGOs etc by pursuing such courses and more than anything you are a civilized responsible citizen of this nation who knows everything going around world, political leaders can't fool you.. For me these words of Sanjeev sanyal is nothing more than propaganda. Because they want fewer aspirants, hence less aware people, they can hire lateral entry candidates of their own choice and nepotism in bureocracy as well. But yes all those engineers and IIM passed out candidate or doctors they don't need to come in this field rather they need to focus in their respective field and make their career high.

I came here to comment on UPSC remark by This Economist, people who go for upsc prep or a govt job are maximum from middle class or lower middle class, ye wo log hai jinke pass business ke liye paise nhi aur na hi agricultural me paisa kama pa rahe hai.

UPSC and SSC should be dissolved and a new method of recruitment should be brought which gives more credit to work ethics and performance rather than rote learning. Something similar to the Agnipath scheme should be implemented, which would allow a much larger set of candidates to start working in government services at lower levels and deserving candidates who perform well in 4 years of service should be promoted and the rest should be given a work experience certificate and a lum sum capital like it is given to Agniveers. The scheme can be called 'Kartavya Path' synonyms to the Kartavya Path in New Delhi.

@@purushotamtiwari535 Tiwari Ji, of course corruption has to be checked while making such a scheme, I am just putting forth an idea, not specifying a detailed plan which takes into consideration all such possibilities and takes corrective measures to keep such behaviour in check. Also, I haven't heard of such problems in the corresponding Agnipath scheme. Rather, assessment of behaviour during the early tenure can be one of the foundational causes for retention and promotion of 'Kartavya Veers'.

Curb corruption and under the table favours completely. Then see, aspirants number will automatically come down to 20-30% of what we see today.
Scientist and SDM starts at the same salary structure, infact salaries of all Group A officers is the same. Power is more with IAS but that should be 'power to enable' not 'power to disable'. It is this 'power to disable' that is cashed by many and thus the job is lucrative. No one wants to agree this on public forums openly but the real honey is the 'other than salary' part which people crave for. 'Power' which they always crave is the power to disable, coerce and armtwist. Otherwise, if taken in a positive light that Power = Massive Responsibility and a lot of stress, and only someone who has a knack for administration will find it exciting. All others are in it just for the 'other than salary' part.
Its not about UPSC... but applicable for govt related jobs. One of my friends has trying to pursue govt jobs for 8 years without any success. He called and cried now to wasting his entire life and became helpless. I tried so much for him to get a corporate job but the gap and lack of technical n communication skills put him aside :(

Innovation doesn't happen in a vacuum. Look at the level of your universities. Also to stop this many attempts the UPSC needs to reform its syllabus and exam pattern so that it becomes possible for serious candidates to crack the exam in 1 or 2 attempts...........rather than utilising 1 or 2 attempts just to get familiar with exam and then crack in 3rd and 4th attempts....thus almost burning 4 to 5 years of their youthful energy......even cracking a scientist exam (ISRO and DRDO) takes 1 year of serious prep and thats all.

UPSC is definitely a waste of time for many students who do not succeed even after 2-3 attempts and coaching institutions focused on UPSC can make a hell lot more money coaching entrepreneurship if they work on a mixed fees + profit sharing model with student startups... If you are a coaching institution owner or teacher, you should seriously consider opening an entrepreneurship course as well, at least for students who do not clear UPSC in 2 attempts.
This is one such platform...where u can become king...a royal life..for middle class ...u cannot fight election without money nd muscle power nd social background...for a poor guy ...only platform...

Please look to the root cause. Obsession with the IAS is because it's viewed as a ticket to the good life- in many ways. It's at the proverbial top of the food chain. As far as the public perceive, corrupt IAS officers make enough money to last several generations and get away with it as long as they keep those above them happy.
Also, centralisation of political power has resulted in bureaucracy becoming all powerful. Who doesn't like power?
And ofcourse the free lunches, the travels abroad all on taxpayer expense.
As Advisor to the HPM, Mr Sanyal should address the issues that have made the IAS such a coveted service! You can't just wish aspirations away!!

And yes I have seen UPSC syllabus and I have seen people crack it in their 1st attempt. So don’t preach ur slacking attitude as an excuse to spoil lives of many young. Not everyone can crack UPSC. Some people are born dumb, sorry to be blunt.
