Garou (2 moves can make him move fast in base [flowing and lethal whirlwind], 1 mobility move in ult) 7. Saitama (You can't use Death Counter to run away or to catch up to a runner, and his base moves dont have any mobility at all) 8. Suiryu (No ult, only 2 mobility moves that dont cover much distance)
nah the atomic didnt use air variant of pinpoint using the ground version actually slows you down slow from fast: saitama garou tatsu suiryu metal bat atomic genos sonic

Suiryo is technically the fastest character if you use the 2nd move on a dummy then teleport to the other wall then use it again it will zoom
