kuse naoshi is an interesting term. I assume the kanji for kuse is 癖 as in curly, kinky, frizzy, unruly -- used to describe hair? and "naoshi" is to correct or fix -- so a rough, literal translation would be: "curl smoother-outer" haha -- clever!
That’s exactly it! However, Kuse is often written with kana alone instead of the kanji.

Can you use soap to clean?
It is preferable to refrain from using soap on any of the tea implements. Rinsing under running water will sufficiently remove the tea powder adhering to the whisk, as well as tea bowl.
