You play the game really, really slowly on an emulator so you can make frame-perfect inputs, and savestate liberally so you can go back and do it again if/when you screw something up without losing everything. You also need patience. A loooot of patience.
If you have Offense Up (his Neutral-B) fully charged, and press B again, he lets out energy and releases a hitbox (kinda like Jiggs's rest). But since you keep the charge if you successfully hit someone, you can do it again for as long as you keep nailing the move. So basically, the input in turbo mode is "Mash the crap out of B!"
