Like he was even concerned for other building people and all the residents in the building. Meanwhile han tae seok was concerned for his wife more and can do anything for her....

He has to handle the higher ups drama, infected people as well as his family. So he did what was the best at that point of time. Not arguing with you, just adding to your point..
