I don't think you have to be "approved," but there are some rules to making a dutchie.
I suggest you go to dutchangeldragons-dot-com and read up on them if you're that worried~

All DUTCHIES are supposed to be approved. Angel Dragons that don't take the title of Dutch are 100% open, with some rules, and don't need to be approved I believe.
