So the legend itself is probably originated during the Anglo-Dutch wars of the 17th century, Just like the insult "dutchman" or "son of a dutchman" did. cause that time the Dutch were basically like boogeymen for the opposing side. and later the legend got mixed with a couple of other "ghost ship" sea tales and general sailor superstition.
