This theme is made in a sense of fear and action as in the o neil brother's perspective because they are being hunted down by a sniper in a helicopter (micheal) and franklin down on foot. This track has always lowkey made me kinda paranoid but thats what this track is supposed to be as if you are being chased. Good memories tho

Yes that's exactly what i think this soundtrack trying to convey. Composers of this game's ost are such geniuses...each track has its message and feeling to convey.
This one is named Predator and it damn sounds like it. Gives me chills everytime.
