In fact from 1991 to 1994 there was the same anthem as in 1918-1919. Then in 1994 Lukashenko came and returned soviet-era flag, coat of arms and anthem which is present days anthem.
Actually until 2002 Belarus had not any official national anthem. It's true that the 1918 anthem was used unofficially in Belarus from 1991 to 1994, but sometimes the soviet era anthem was used too, because there wasn't any official national anthem. In 1994 Lukashenko made a presidential decree for the usage of the music of the state anthem of the Byelorussian SSR for official and national usage by the state, but because there wasn't any law passed stating which is the national anthem of Belarus (as it is described in the constitution) it was still kind of unofficial. In 2002 new lyrics were written and with a proper law, today's anthem became officially the State Anthem of the Republic of Belarus.
