- One of the few surviving Toby the Pup cartoons, existing as a French-titled print (with its original English audio still intact). Released on April 15th 1931, and features a wonderful rendition of "Mississippi Mud".

That music is actually called "Steamboat Bill", it predates both Steamboat Willie and this cartoon.

The music was not made by Disney. It was a well known song called “Steamboat bill” from 1911.

I wouldn't be surprised if this was a ripoff of Steamboat Willie considering this was Charles Mintz who already stole Oswald the Lucky Rabbit.
Charles never "stole" Oswald, the rights to the character belonged to Universal.
First... Universal been had the rights to Oswald, stealing copyrights is illegal, Disney was just pissy to sign a contract.
