The hero that gets the mana vortex bonus is most certainly garrison. There re multiple demonstrations on RUclips, and the heroes 3 wiki confirms it as well

The one who is closer to the vortex gets it. Just remember the one who is closer to the vortex :) It`s a race. And a finish line :) You did the right thing. If I have no time to check online just delete one hero :)
