Putin put a qualifier on his statement of no plans to take Kharkiv. He said AT PRESENT there were no plans to take Kharkiv. That does not mean at some time in the future, those plans could change.
By adding the qualifier of "at present", Russia could easily change its plans to take Kharkiv at any future date.

Yeah, right. The truth is Ukraine stopped the Russian offensive. Russia has a lot of artillery and troop concentration just inside Russia close to the Ukrainian border and Ukraine may get permission from the ZUS and England to strike them with long range missiles. Ukraine may get permission because they are military targets and Russia is using artillery to strike civilian targets. If Ukraine hits those targets in Russia the Russian offensive will be out on a limb without air and artillery support.
Ukraine needs a new President and government with wisdom and foresight politicians.

Ukraine voted Zelenskyy on the promise of peace with Russia and heal the wounds, and he won with more than 70% of the country wanting peace, and then as you know the rest is history and I almost forgot he threw the Istanbul peace agreement in the bin, so that was peace agreement number three in the bin. NATO do not want peace, that is obvious!!
