Y'all missed the meat of this hack. Have you tried finishing this version of the game? Oh, it wasn't with an incomplete set of Chaos Emeralds, was it? Wouldn't want anything bad to happen to Tails, would we? (Spoilers hidden below.) It takes a creepypasta-esque tone if you get the bad ending, basically running with the "Tails is dead" interpretation of the shot of Tails in the stars. On a second play, everything's empty and the timer's locked to its maximum value - you are, after all, already well out of time. There is no good ending anymore, now that you've already gone and blown your opportunity to save Tails.
That's the wrong version of the hack. The one you're talking about was specially made for the Sonic Hacking Contest, which is why it starts at Scrambled Egg.

The Single Tap Spindash being added to Sonic the Hedgehog 02 (08 Bit) will deliver a major difference to the way that the Any% (Sonic; Retail Build) and Good Ending (Retail) runs are approached: From this sampler, the Spindash serves as a Ground Recovery measure, rather than to gain speed, you will obviously still go faster from doing a Jump out of a Rolling Dash but to have the Spindash present will allow for Sonic to deal with the Breakable Walls quicker so that you only lose a few frames rather than up to Two Seconds to recover your speed; this may be also part of the reason why the Adventure~style Spindash that we got in CD '93 is useless for most runners on Glitchless, it doesn't get you nearly as much speed as the Super Peelout but it will allow you to deal with breakable walls slightly faster than the Peelout due to the latter forcing you to hold Directional Pad Down at some point, this detail is important to note because this ROM hack of Sonic 02 (08 Bit) will definitely aide the Tactical Type runners and this perspective will allow for better routing of exactly when the Spindash should and must not be used to guarantee the best IGT and Realtime tallies on a Per Act basis.
