Actually you can think pads don't make noise unless you get all 3 questions on them wrong However on your first question wrong the door to the room you are in opens. The game just counts it as if you opened the door so that way it alerts Baldi

i got to 19 notebooks only once and now i can barely get past 12... also am i missing something? the 6th notebook you collected never respawns on time for me and for the two notebooks at the start, only one usually respawns on time
I did think that the notebook respawn times could be somewhat random, and if that is the case, it could be why yours are not respawning on time. I could be wrong on this though.
Try demo style you can get the notebook faster if you answer correctly, but note that getting the answer wrong not only speeds baldi up, it alerts him with the second highest noise value.

After the second notebook, there will no longer be impossible questions. Baldi passively speeds up, but successfully completing notebooks will slow him down. Notebooks will respawn after some time, and the exit sequence will never happen. Simply, just collect as many notebooks as you can, as fast as you can.
I like how when you answer right after the 2nd notebook, baldi says that's more like it
