I think your power level reflects all of your total stats. Bulma probably is just as strong as the average woman, but her intelligence makes her way above anyone who is just considered a normal average human.
I think it's their normal power, the one that scooter will show. Goku could instantly raise his powers and then drop again, being weaker is for energy saving. Maybe it can be decreased too if you're a bad fighter who just throws everything he got and can't be strong enough anymore 'till he gets rest.
These fall apart when you realize whoever was making this game decided to divide frieza’s power level by 10.

Finally i found a video with Real level power of Dragon Ball Z !! When i was kid i had a papers official of DBZ and a Pc role-game about the Freezer' s saga , where you could use a " Ki Relevator "(don't know if it is a proper translation) , anyway : Freezer 100% was 11 Milions .

It's sad how many people can't read titles these days
It's so cool how Vegeta's version of a form always surpasses Goku's. Base form he's stronger, Super Saiyan he's stronger, Super Saiyan 2 he's stronger, Super Saiyan Blue he's stronger. Tho Goku is always ahead, he either has a new form or has to rely on Kaio Ken.

You know what never made sense to me? How Goku went from a power level of 90,000 to 3,000,000 after one zenkai boost.

Vegeta when first debut, his PL is way above 7500. Bad list. Even kaio ken x2 cannot keep up with vegeta.

In kakorot goku power level in the buu saga was around 10 million but his super saiyan was still 150 million in. The kili scale. So now the muiltiplier is 15 times. Idk what is really happening to the muiltiplier

Also I'm pretty sure Toriyama stated in an interview that ssj forms are not multipliers, that's the Kaioken, ssj forms are power boosts
Nah, he stated rhe he originally intended for super saiyan to be a 10x multiplier but realized it didn't make sense so changed it to 50x. Super saiyan would be irrelevant now if that were the case because the boost in power would be too small to make a difference in power.

So with nail i thought i heard somewhere he would have been able to compete with the ginyu force easily but he got unlucky and fought frieza first. I mean it makes sense because we had no idea how strong nail was cuz all we saw him do was take on the head villain. And then look how much stronger piccolo got after the fusion.

I average power level of should be between 1-20 because everyone is different and people based off one guy. Power level should more on how much Ki,spirt energy, you have than how strong you are because the characters power level in fight and out fight without transformation, some characters are physically weaker than characters with lower power levels like for example Nappa would beat Guldo in an arm wrestling match, and Ki enhances the body and user attacks.
