In my opinion, I think the silence of the scene observing the defeated Colonel Joll is even more powerful without the Magistrate's line. It's an interesting scene but I understand why it was cut.
I get why they cut it too, but I wish it was in. I'm glad I stumbled onto this clip because I really wanted him to say something anything to the colonial. So at least we get to see what he would have said, but didn't.

I can't say I agree with the author's ideology, but this scene was supposed to show that the Magistrate isn't as different from Joll as he wanted to think. They are both on the wrong side of history.
The setting is definitely African with it being filmed in Morocco and gives very British South African colonial vibes, but with the “barbarians” being Asian and the time period of early 1900s throws things off a bit so it’s fictional mostly
