A number of reservoirs have been built in the last two decades: Diamond valley, Los Vaqueros, expanded San Vicente and nearly 2 million acres of feet of groundwater recharge capacity. Site’s reservoir construction to begin soon. But the reality is if you built every single recently proposed reservoir you’d only increase supply 2%. Most river yield is already captured and there aren’t any cost effective sites left

There isn't any rain in the forecast according to the European model until the 24th of March. Zero. Long term forecasts are not very accurate as far as the timings of storms, but the storm track seems to be already on vacation.
