Visionary political leaders of Manipur like Rungsung Suisa the first MP from Outer Manipur PC, Rishang Keishing the three-time chief minister and RV Mingthing, a former minister, lovingly asked Meetei brothers at different times to join the ST bandwaon to enhance Chingmee Tamme unity. Rishang Keishing reportedly made a last attempt in 1981 appealing the Meetei brothers to join the ST club. Like the pot calling the kettle black, some vociferous yet orthodox Meetei who thought of ST as children of a lesser god (hanthaba thak) staged a protest dharna at Keisampat against the move of the then chief minister. The proposal was stillborn.
Later, a group of senior Meetei citizens took up the cudgel left behind by the above far-sighted political leaders. They were Prof Mahendra, Rtd Director of Industries Yumnam Dhiraj, Rtd SSP Potsangbam Sonamani, Rtd NSG Officer B. Angousana Sharma, Lt-Col (Rtd) RK Rajendra, Lt-Col (Rtd) Laishram Lokendra, Dr RK Nimai, IAS (Rtd); Dr Ratankumar of MU, Rtd Chairman of MHRC Khaidem Mani, Rtd Chairman, MHRC and former Secretary of Manipur State Kala Akademi Yambem Laba; Rtd Superintendent of Manipur State Archives Sapam Bheigya, Rtd Col Santi Sapam, H. Nabashyam, among others. They made concerted appeals for Meetei ST.
In Nagaland their STs are divided into two groups namely ST (Advanced) and ST (Backward) with separate reservation quotas each. The Angami, Lotha, Aao etc are ST (Advanced) whereas the Konyak, Chang, Phom, Sangtam, Yimchungru, Khiamniungam etc are ST (Backward).
In Assam also their STs are categorised into two parts namely ST (Plains) and ST (Hills) with separate reservation quotas each. The Bodo, Deori, Sonowal, Mishing, Rabha are ST (Plains) whereas the Karbi and Dimasa are ST (Hills).
The present 31% ST reservation quota in Manipur will remain undisturbed in case the Meetei are listed as ST (Valley) by not crossing into the sphere of ST (Hills). No question of Chaklukta Khujai Thangjinba (interference) as propagated by some Meetei ignorami. Can some Meetei professors and their ilk who opposed ST demand tooth and nail understand the English equivalent of the Manipuri word Yelhoumee (aboriginal and original inhabitants) written in India's Constitution? How come they have a common agenda in opposing the ST demand with infiltrators whose hidden agenda is open today? Haven't some of our Ojas been taken for a ride by our adversaries? If any Meetei Oja can spell out an alternative to ST, it is now or never. Aren't we paying the price of ignorance and negligence accumulated over the years by becoming refugees IDPs in our State? Aren't we like a group of political prisoners under house arrest confined within a space of 6% of the total unable to cross beyond Awang Sekmai? Can there be a shining Manipur with sinking Meetei? Can this be the idea of a resilient and resurgent Manipur?
