They're both generally smart enough to avoid each other in the wild, but under calm handling... the Gypsy Vanner which is probably what the horse is, was specifically bred and raised to be used to dogs and children running under their bellies.
Also, it's clear in the film the town has issues with the wolves, the horse has likely grown used to the presence of wolves, especially if it goes out riding into the forest or on hunts. Lots of horses nowadays are desensitises specifically to dogs. Some good examples to look at are the Dalmatian breed, that was bred to protect horse and carriage, they'd race under the horses bellies etc. The horses were trained to be comfortable around those dogs.
