What I've come to understand about tekken that I see a lot of people, pros included, seem to ignore when discussing character strenghts is range and fake frames.
Noctis has similarish range on both his main low pokes AND mid pokes (meaning pretty great range) which means when your trying to engage him you're at similar range to "close up Steve range" when you're 2 character leanghts out. Couple this with the insanely dangerous and mostly safe 2,2,... string and you're CONSTANTLY having to read multiple options, whereas vs Leo you can basically just sit back and not fear a single thing as his lows require close proximity.
