He did, but... It's Rust, people are always going to push the rules to see what works and what's allowed. Placing a TC shouldn't kill them in 10 seconds, is the real lesson, and something they know to fix/change now.
Was it wrong, fuck yeah... Which is why they called for admins, and got their stuff back. Should the guy who did it face repercussions? Also yes. But I would presume in the form of a stern warning of "Don't do that."
I also noticed that a lot of the players were unsure of how some of the things going on were supposed to work, which... ultimately is likely due to them not reading rules thoroughly enough, but still..some of it could have been made more clear.

I was thinking it was just a mistake, he was just trying to claim the area before they did, but then I saw that they ended up not being able to build for the first 15 minutes and their base wasn't done because of it.
Alr, in the end most of the event was scuffed anyways tbh
