Only because this is an in studio sample and I'll grab whatever is within arm's reach :) I will typically use clear fishing line, or 260twisters to attach the garland to command hooks if I am doing a pro install so you can't see anything!
I think that tying the necks together is the easiest and least fussy way to do it. It is exactly like tying a knot in your shoes! I don't like the little balloon tying tools because I think they are cumbersome for me personally!

Can i ask what is the difference between using something to tie them together verse tying the necks of the balloons together?

What size roughly are you inflating the 11 inches to?.
