This seems like B-Daman's Direct Hit Battle system but remade for Pokemon
It's fitting that Takara Tomy made this since they also made B-Daman and the Direct Hit Battle system back then

I guess left spin is for aiming to the right and right spin is aiming for aiming to the left depending on the orientation of where the hollow part of the disk is, lol.
