Sewage water very harmful, can make you, your family, and your animals very sick (God forbid), and it put human health at risk and result in different kinds of infections! You should think seriously of buying a rubber boat with outboard engine (Inflatable Motorboat), just in case!
Fortunately, I live in an area on Negros Island that only had some rain showers yesterday. Today was a beautiful sunny day. As you indicated, your neighbors did some prepping but when they saw the rivers start to rise is when they should have taken their supplies and belongings to higher ground. Perhaps, temporarily bring them to another shelter and stay there until the waters reside. Maybe they will learn from the experience on what to do the next time. Ive seen floods in Florida recently when they got 10-12 inches of rain in a short period of time. Their beautiful homes in Florida completely flooded. Take care always.
Stay safe Bill. Too bad the civil engineering for drainage has yet to be resolved. I guess if the LGU doesn't fix it, have a house on stilts? It's not like this is the first time, its chronic sadly. I could see folks maybe putting emphasis on the higher levels/floors of the home with the lower levels left with minimal possessions or having a rooftop "bug-in" flood kit perhaps.

Im so sorry . I always worry about the People / Pets / Wildlife who can't help themselves. It's sad. I don't know what to say . I pray for all. Im a old femal from europe with a animal rescue here in the us. This disasters are always on my mind and I worry every day since I don't have anybody who would help. I wouldn't know what to do. Stay strong.

I think personally, no.. they will learn very little, and just consider this part of life. When it can be so much easier to deal. Thanks
