What is the difference between the new export you explained to us now and the save preset?

Hey boss man, you've been who I seek out for video advice for years, maybe you've experienced this problem, I don't even know how to look up my issue so I'll explain it here in hopes you can lead me in the right direction.
I've been using premiere pro for years, and all of the sudden. My videos have started taking shockingly longer to export, they get too 100% then stay there for various periods of time they finish but for some unknown reason they take forever. I've tried using the encoder, no results. Is my hardware the issue?
