That looks like the car pile, most likely solvents or engine related. Most the liquids in automobiles are flammable. Theres a higher risk in that area than the general shred steel and non ferrous piles/terminals.

They have similar systems like this in stadiums if someone try using a lighter or match the flir sensor will see it and point the nozzle exactly where the fire is. This system was in the works for very long time because of that famous fire that started under the bleachers during football game some where in the UK forgot exactly where.
