DJ, when someone is stalling, they go on the shot clock. They have 30 seconds to shoot/get a takedown. If they fail to get a takedown while on the shot clock, opponent receives 1 point. The shot clock in RAF is activated after the first 60s of in-activity in any period (round). Hope this helps.
How to know who is stalling..as I see nobody is trying for the takedown..both are in clinch.. specially during the 2nd point Arman got.. both were non active and in clinch.. when stalling warning came for gergio

Arman said he's been learning American freestyle for about 2 months now, it's crazy how good he is. I've seen a bunch of georgios videos of him wrestling all these multiple time national champs in his takedown challenge, and Armans the only person Ive seen take him down.

Giorgio gives the appearance like he's wrestling legitimate comp in his videos but they are either significantly smaller than him with legitimate accolades or the same size or bigger than him without college wrestling experience but proficient in some other wrestling adjacent grappling or mma discipline so it looks like he's beating good guys. Not hating, super cool the visibility he's bringing but he definitely gained notoriety against sub par wrestling competition.
Tbf Arman does hold an actual designation in Freestyle Wrestling. I don't remember what the title is exactly, but iirc it's the same ones Russia uses for their athletes.

UFC could learn from the stalling rule when things go to the ground in MMA. After a take down they have 30 seconds to advance position or they get stood up.
