The reason is a consumer society in which people have been accustomed to products in plastic packaging rather than reusing containers. In the past, when there was no plastic packaging, all garbage in general was made of fast-degradable packaging and there were no big problems with it.
It's cheaper sadly and people are idiots. If you can bring something into the woods, you can bring it out as well ......

Unfortunately most people are disgustingly self-absorbed and have zero respect for themselves let alone respect for there surroundings or other people.
