I'm pretty sure this song is a reference to Youssou N'Dour. Ryuichi Sakamoto (one of the three members of YMO, which appears in the middle of the album cover) made an album called "Beauty" in 1989, with various singers and composers from around the world (including Youssou N'Dour, a very popular Senegalese singer), and "Nanga Def?" means "How are you" in Fula, which is one of the most popular languages in Senegal.
About 5 years late to be properly early, but everything seems compressed at this distance. Stakker Humanoid from 1988 would've been early, but it wasn't the first

I only realised what 'nanga def' meant after watching some Senegalese cooking videos. I've been listening to this song for many years without knowing!
actually, 'nanga def' is in Wolof, not Fula. In Fula, how are you is 'no mbaada'.
RIP Yukihiro Takahashi ...
And Ryuichi Sakamoto too... :(
