    Engaging North Korea in stable structures of international and regional cooperation is among the major challenges for both the regional players in the (East) Asian region and the international community at large. Yet, in the context of the looming nuclear crisis on the Korean peninsula, many bilateral and multilateral channels of communication with North Korea broke down, and Pyongyang’s decision to enforce a national lockdown as a means of dealing with the global Covid pandemic has further limited the possibilities for communication. While diplomatic and multilateral international cooperation with North Korea thus decreased significantly overall, environmental issues such as climate change and coastal protection are among the few areas in which North Korea is still actively participating and has, in fact, shown high interest. This panel analyzes North Korea’s participation in international environmental institutions, focusing on three particular cases, i.e. the United Nations Framework Convention on Climate Change(UNFCCC), the RAMSAR Convention, and The East Asian Australasian Flyway Partnership(EAAFP). The panel brings together scholars and practitioners engaged in the issue to discuss possible motives of the DPRK to participate in these institutions, evaluate tangible outcomes and address specific challenges as well as structural particularities of these engagements.
