Look at the high rates of alcoholism in the townships. The Boere installed huge beer halls in the 1960s and 1970s as part of their grand plan to subjugate the Black population, just like the encouraged the drug trade in the Cape Flats in the 1980s to make the population numb and apathic (Boere even produced Mandrax and amphetamines and got it distributed it via common street criminals working on their behalf).
Then think of the high rates of PTSD among those who experienced apartheid brutality or lost loved ones: this increases the susceptibility to substance abuse by an order of magnitude compared to people who never had to experience such trauma.
Addicts should be in treatment, not holding crucial political offices. Mantashe is obviously an alcoholic (I have been saying this for years), he reminds me of an uncle of mine from the same generation, who became a drinker after he witnessed the 1976 Soweto Massacre and had other traumatic experiences after he left the country, when Boere death squads would cross the border and attack the premises where he lived, murdering and mutilating many of his close friends.
