The + 41hp comes from vet upgrade that is shadow teched once you hit age3. If porto goes for early goons card and trains goons in age2 then they would not have their vet status and have only 200 hp + lower attack than vet goons.
kaisers military chart shows that he is superior in micro macro. Revnaks defense and base building is top notch though, despite how much i hate breeze it cant be denied he is an excellent player despite his tactics being a little toxic with walling lol
I think it's just the veteran status, although goons get the update as soon as they get available. There are other instances where you can get units in the second age that are usually only available in the third. In these cases they do not already have veteran status but get updated with the age-up.

Organs are absolutely fine, weaker than Gatlings.
Rapha and H2O and Samwise can contend as best micro ever.
