I believe it's called dramatic irony, when the audience knows something the characters do not. And in this case it's painful lol.
The Phantom was a world-class operative. He must have hidden his tracks exceedingly well, including Bobby Fulbright's body. And when it was found, being in the position he was in, it was probably easy for him to get his hands on evidence pertaining to that murder and tamper with it to keep the body unidentified for as long as possible.
The murders were to cover up his own tracks. Metis had info about who he was, and Terran possessed the moon rock that came back from outer space that was also incriminating evidence. Fulbright was murdered so he could take his place and monitor the situation of both his own legal whereabouts as well as be involved in the whole bombing thing while hiding where noone would suspect him. But yeah, it's interesting to think about...all part of his anonymity which makes him such an interesting villain.
