If you can avoid a 10sec CC via SD:D, you should go for it. Saving it won't win you the game most of the time as coming out of a CC that long, you usually have to heal and not do damage. @4:08 he deathed sheep for example
The reason you don't see swd polies left and right is because mages will most of the time either cast it on top of a stun or the above average mages (which almost all of them will be in Hydra clips) also cast it into your gcd with 0,x cast time. Obviously swd poly is still the best use for it if you get the chance to, but with your gcd being higher than most poly casts it sometimes does require you to not press anything which is not always worth it if you just have teammates who can stop it without too much trouble. That's why he sometimes just calls for his teammates to stop sheep (at ~7min) when he wants to spend globals on dispels even tho he would have swd ready to death it.
