bird's opening is actually good and will give you some kingside attacking chances. Also it's like a system opening because you play f4 Nf3 b3 Bb2 and e3 99 percent of the time. The only thing you have to learn about is the from gambit but i learned the kings gambit against it so its a fine opening i think it belongs to the B tier because even though its fun and agressive, beginner level chess players can lose games because of exposing the king.
I like the Two Knights’ Defense quite a lot. Well, not so much when Black plays the Traxler, the main line, or the Fritz variation, but I have had so much fun shredding opponents with the Lolli Attack.
As a 488 elo player who varies between the center game and the whale opening playing white and the Scandinavian defense playing black i see this as a win.

I disagree with b3 and f4 openings, both are good and solid, not joke openings at all. You could've listed a few more e4/e5 openings like scotch, vienna, center game etc.
