I believe he was saying " cementitious product " - yes you can fill in certain areas of low spots on a flat roof however you need to make sure the product you use to do that can bond to the surface , some cement based products that are used to level decks and fill voids may crack up when used on a roof, also you will definitely need to roof over the patched area to keep it from absorbing water ! so the surface has to be dry and that "product " completely cured with very low moisture content before you add roofing to the top

if thats all you do, your roof will leak ASAP. cement will allow water through and now water will stay ponded under the surface of the concrete and quickly degrade the roof surface and cause leaks. roof will fail very quickly. if you are going to do something like this, you must immediately add layers of roofing over the raised area afterwards.
Yes, this will work provided is is something like Henry Pond Patch. The cement should be poured and feathered out on a properly cleaned surface. As soon as it has dried a light coat of bonding sealer applied. Then a coat of high quality elastomeric and polyester fabric laid over. Let dried and then apply one more coat of elastomeric. This will be fine. But only use on non-leaking low spots.
It’s not the proper way to fix that tho infront of any ac unit / skylight or curb ….proper way is installing a cricket and making a proper fix comercial wise but hey idk I’m just a new guy making $10 an hour
Cut the roof open get x and y insulation boards and make a cricket so water can properly flow , close the roof back up once the cricket is made and do the proper repair to seal the roof 🤷🏽🤷🏽🤷🏽🤫🤫🤫🤫 thats the proper way
