Cause the user doesn't know what he's doing. If he use at the edge, it would crack and break faster. I have one of these and it works brilliantly when used correctly.

You have to make perferations in the concrete. Then it will crack the large chunk off.
You can hear that it's hitting good some jackhammers don't ever get like that
If you get closer to the edge, you will crack it faster.
