It makes sense here but imagine you hv just a mate in 2 lined up, but by chance u make an illegal move (ik rare but still). Maybe you'd feel that was unfair. So 2nd illegal is anyway lost, they just allow it once to also give some respect to the position on the board.
I wanted to clarify what happened in the chess board for those who are not used to chess tournaments. 1:23 -> The girl offers draw in a completely lost position hoping the 3 year old will agree. 1:36 -> She intentionally makes an illegal move since if Anish plays his move without realizing it, she can now declare that Anish made an illegal move. Devious. But Anish is VERY impressive that he knows all the rules including the less commonly known fact that the second illegal move that a player make loses them the game.
