For people who come in saying: Ugh this fight was utter BS he just took no damage: The point of the fight is that you aren't supposed to win. The no damage at 1 hp is likely a failsafe because you're never meant to deal that much damage to him unless you're ridiculously overpowered, so it acts as a failsafe to ensure you lose so the game can progress. I have tested this many times, and no matter how you think, you cannot win the first battle with Dogma no matter how much you try - he always takes 0 damage at 1 hp due to this failsafe. If you really wanted, this is an easy fight to get 999 or more turns on if you like wasting your time and have a full lvl 99 team.
Having survived his first attack, I was convinced the game was no longer messing around. And cranking the difficulty up with rocking music to 11! Until he wouldn't fall with every attack turning to "0", even at Turn 19. Scripted trolling, dang.
Team back then was beefy to tank a single hit with around 300 HP. I played PAD for a year or so tops then. Heilheim strikes every 2 turns, so burn AS MANY orbs possible; the instant heart orbs show, combo HARD. I imagined you COULD win and get a reward for besting Dogma, or lose and carry on. That hurt a few times thinking that sliver of HP he had left would go to 0, so I forfeited as it's unwinnable.
Spoiler To be honest, I was glad that Dogma wasn't the final boss. He felt more like a Gary Oak like. rival, rather than a main antagonist. As much as I had despised the final battle against Enigma, the character himself was a lot more interesting.
