US police are hated due to negativity bias. The police only ever gets publicized when they do their job poorly. How many times has a police properly done their jobs and it not get reported. Most states have laws against inciting a panic, which this would probably fall under. You might be able to get out of it in court, but that's usually further than you would want to take such a thing.
i can't imagine such a law not requiring proof of intent. otherwise people would just exploit it and get people jailed. all they'd have to do is flop on the ground or run out into the street screaming and panicking.
There is nothing the cops can do. You cannot fingerprint someone when issuing a citation, a citation itself is illegal as it is a personal suit. As a sheriff you cannot issue such an instrument without someone whom you scared filing a complaint. There must be an injured party involved and the sheriff or policy enforcer(cop) CANNOT legally write a citation with him being the only witness to the so-called offense.
