I can tell this is the music that plays during the hidden "Blue and Sentimental" video at the end of Eye.EXE. It's definitely a sad and sorrowful theme for the developer, who had lost his wife within this game. It's also key to revealing the True Ending of the game. This is a really strange, yet beautiful song for the scenes leading to the finale of No Players Online. Hint to find the ending: Play the game twice without delivering the final flag, and watch out for somebody watching you!
