Why not throw a rope off the side of the cage and simply pull up supplies as needed. The rope could also be classed as an emergency egress in the event of total mechanical failure??
Utility rope (for raising and lowering tools) and life safety rope are two COMPLETELY DIFFERENT THINGS, and you should NEVER, EVER use one for the purpose of the other
