What server are you playing on? Also you can become a preferred player by using a little money on the game. You don't need to be a subscriber. This will let you do other stuff. If you want you can become a subscriber if you want to go up to level 80. Also that mod in your bag goes into your weapon. Just mouse of your weapon it should be Ctrl + right click. It will bring up a menu to let you put the mod into your weapon.
