This song blew up all across the VTuber sphere, Japan as a whole, Tiktok, as well as part of the larger anime sphere - much to the surprise of its original creator, the illustrator and VTuber Shigure Ui.
It's besically a meme song that combines a bunch of in-jokes of her community into an absolute banger. And the animator she hired for the MV delivered such amazing work with the dance sections that it was immediately shared to all corners of the internet.
The "theme" is a bit layered, which caused some Twitter warriors to pick up their pitchforks because they already failed at the surface understanding. The singer is depicted as the stereotypical "little girl" in anime (the dress Gura wears at 9:16 is from the original) and is holding an alert noise maker (replaced by a shrimp in this version) which young children tend to carry so they can easily call for help if they need it. Combined with the chants in stereotypical "older men" voices that suggests certain implications that might get this comment flagged if spelled out. However, the singer very much plays into this implication, having full control of the situation - both with the lyrics mentioning getting them arrested if they try anything, as well as with how threateningly she is holding the noise maker in some of the illustrations. It's the "I just need to scream and it's over for you" threat.
Of course there's also the section where she proves she doesn't need all that and can just fry them with her "Ui-Beam" ("Same-Beam" in this version) as well. Funnily enough, it's mainly something everyone around her plays into, and which she herself doesn't actually make much use of...
In the end it's all just a depiction of the mutual teasing between a streamer and their audience, just applied to a theme.

as many people mentioned, this song was massive and made its way around the Vtuber sphere, if there wasn't a cover of it you could almost be assured they sang the song at some point during a karaoke. Another fun fact about the original artist shigure UI, is that its often joked that she sounds like watame, so they have occasionally impersonated each other.
as for a song recommendation, i'm going with another song that made its rounds in the vtuber sphere , which is kyofu all back. this song has been covered by a good amount of vtubers including hololive talents. some of the more creative versions include koseki bijou, shiori novella, and a joint cover by watame and ui-mama. but there are also mashups , which balance and show about a dozen all at the same time, since each video is unique in substituting each members mascots and other relevant references/ it was also performed live by 3 members during new years 2024.

I like the intro!! The deeper "shrimp" voices you hear are the actual voices of Chumbuds, Gura's fans! I think it's pretty cool that she included them in the song. You've probably seen the dance/heard the song because it was sooo popular a few months ago.

Yup, the original was made by Ui and it's packed full of inside jokes with her chat. The scary parts are partly that, and partly playing into the anime tropes surrounding lolicons and their... targets of affection.
Oh and that voiceover during the BEEAAM part was done by IryS.
Ui you already know is the artist who drew Subaru (her "mum") and sounds really like Watame at times. But also IRL she's really good friends with another Hololive member, Choco, so if you go down the clips rabbit hole far enough you might see them being goofy around each other.
Aside from Ui a few other "parents" also have vtuber models and stream, I really like iida Pochi who drew Reine from the Indo branch. 2 clips I'd recommend is her watching Reine's debut (she had a scuffy 3D model at that time and you got to watch her hand gesturing a lot, switched to a L2D later though), and the other is when she revealed her new L2D model. Optional 3rd would be her reaction when chat asked her to be their waifu.
Gura's red design has an interesting "lore" behind it.
She didn't use to have it, there was no Gawr, just Gwar Gura.
It was not after the release of her first original song named "Reflect" that Gawr slowly came into being.
(The song is about how gura struggles with her past persona prior to hololive...everyone was caughtby surprise since they expected a happy pop song not a deep song about self doubt and coming to terms with your past.).
Original called "red gura" from her fans. Wether it was the plan to make that an official persona of gura or it was done because the fans loved the idea, we know not.
Anyway one time during a stream(I think she was playing the game Bully)gura sneezed and her model went from blue to red. She named herself Gawr.

Since most comments here have explained the song and some basics, let's talk about the original creator of the song, Shigure Ui.
She is Subaru's artist and it was Subaru who convinced her to become a Vtuber in the first place.
She's friends with a bunch of holomembers, having shown up on their streams often enough that some people don't realize she's actually independent.
She mostly does zatsudan (chatting), art, and the occasional karaoke stream, and doesn't stream full time (Vtubing is just her hobby!!1!). She's legendarily bad at video games.
Her fans refer to themselves as gomi (trash), though she refuses to accept that name officially.
There's a meme where people try to get her to shoot ui-beams, which she inevitably refuses. This comes from a stream where she sang the song Fanza. The lyrics involve the original singer shooting a "mona-beam", and most people who cover the song change the name from Mona to their own name. This caused Ui to cringe super hard and chat immediately began teasing her about it, requesting another. Watame took the joke and ran with it, shooting an Ui beam herself, and the meme was cemented.

Theres a ton of story behind the original and came from a meme stream by a vtuber called Ui-Mama where she lost a bet and had to be a loli for a full stream. It became popular on tiktok and got a ton of backlash for supporting lolicons and that kind of culture, while the lyrics are actually admonishing that kind of behaviour and threatening to kill or send them to jail. All veiled under a cute veneer.
For example from 5:11 Gawr is insulting the viewers, calling them a waste of life , disgusting, dispicable all the while those same viewers are saying Taskaru (TSKR) which is like saying Thanks for the insult. Now people also say TSKR for other things, sometimes sneezes, i knew a few people who say TSKR when someone screams at a horror game
6 minutes onwards she is purifying the world with her "same-beam" her Shark Beam. And then she has Irys narrating the thing in the background talking about gura purifying the world with her samebeam. But she actually got fans to do all the background / Call Return chants in this which is funny.
As for Guras video each outfit is a reference to either one of her actual outfits or from a music video except for one of the very last ones which is from the original MV this is based off of.
People hate on gura because shes a loli , so this song is her almost like doubling down like "come on, its been a while"

So, firstly, the artist is "Shigure Ui," often referred to as Ui-mama because she's the artist behind Hololive 2nd Generation's Oozora Subaru. As Matchu not super familiar with the V-Tuber scene, it's probably important to mention that.
Secondly, the song is purely joking between Shigure Ui and her fans. She has _no_ issue with lolicon stuff. She is roasting her fans, who refer to themselves as "trash" as their fan name. She is usually in the form of an adult vtuber, but as a joke or punishment, she created a "loli" avatar. Her fans, because they like being insulted, and enjoy just as much when it's Ui looking like a child spewing vitriol at them, continued to speak with her as normal, and she responded as normal. Then, she made this song to further joke with them and insult them. This has never been a recrimination against any part of the industry. It's just people who can't discriminate between screwing around or being serious, or between art/fiction and reality that try to ascribe more meaning to the song than is there.

I tried to keep my rant as tonally neutral as possible, because you're not the focus of my irritation, but if I failed in some way to do so, I sincerely apologize.

Saying hi from Japan here, these things actually go up at a fairly nice time, so I should be able to catch these fairly conveniently, as well as the stream.
This song is “Loli God’s Requiem”, originally by Shigure Ui, the artist of Hololive Gen 2’s Oozora Subaru, and I believe is currently the most viewed Vtuber song on RUclips. The song went viral not long after it released, simply due to how catchy is is and the amazingly animated dances. Essentially, the song is denouncing “lolicons” (lolita complex), people who are attracted to loli (childlike) characters.
Again, Justice’s debut song is titled “Above Below” and is an absolute bop.
