All 50 states have Right-To-Farm laws protecting farmers from people moving in next door and then suing to stop the farming. It seems like that "ordinance" would violate that. Although I am full of doubts because police chiefs don't have the power to make laws, only enforce. So if the story is true, the real problem persons are the city council.

About that annoying lady who harassed someone about having a car that was allegedly stolen he should have pressed charges. I don't know about over in Germany where that was but here in the USA a judge would likely order such a lady to go for a mental evaluation. That would be an order too, something she could be found in contempt of court for if she does not comply or maybe even a bench warrant gets sent out for her arrest so they haul her in if they ever find her.
That's not how it works in Germany. For starters, there's a really low incentive to make a civil lawsuit for damages. You really don't get much out of it. It really needs to be kind of a life altering situation, else it's not worth the effort. You can't sue yourself rich for minor offenses like you can in the US. Civil courts are more or less there so that there's judgement and people get to be able to live near each other in the future. And our criminal justice system is not punishment oriented, it's there to make the people better and be able to fit into society. Mental evaluations are a thing, but that's more to find out if the sued party is actually mentally able to understand that they did something wrong in the first place. If they are unable to, they are unable to be judged. they'll be sent into a psychiatric ward until their evaluation says they're well enough now. The German, really EU wide, justice system isn't as draconian and inhumane as the US one. We aim for rehabilitation, not incarceration and it is based upon the, close to, fully implemented bills of human rights. the human rights the US, up to this day, never has fully signed and implemented. Take a look at the OHCHR dashboard to further inform yourself on that account.

I would have just got in the car, shut the door and drove off leaving the "Karen" standing in the parking lot with her mouth open. If she attempted to touch my car or stand in front of me I would have immediately called the police without even trying to explain or argue with her.
