I have a theory that the Marauders (remember them?) in Chapter 2 Season 3 were sent in by the Seven through the sideways rifts (remember they had a monopoly on that technology until IO figured it out in Batman Fortnite Zero Point) to fizzle out S.H.A.D.O.W., who was originally sanctioned by the IO, but had defectors such as Chaos Agent. G.H.O.S.T. fizzled out shortly after, given that they didn't have anyone to fight.
The I.O. sent out E.G.O./GHOST to begin with, GHOST is most likely the task force/military division of the I.O. judging by a lot of evidence. SHADOW was mainly formed as a criminal enterprise by Midas that heavily resisted against the I.O. as far as we know. Also, The I.O. didn't figure out how to use sideways rifts in the comic, they figured it out prior to it, maybe in Chapter 1 or before. Recent could mean a few years since the I.O. has existed for thousands of years.
Shadow got taken over by IO, which why the former Shadow Bunker under Catty Corner got turned into an IO Bunker IN chapter 2 season 8. Also we saw many shadow agents in shadow after that. Ghost also still exists as that detective guy from chapter 2 season 5 (the NPC in retail row) said.
Shadow and ghost both work for io there is no take over
@@Scyan yeah I know that Ghost works for the IO but Shadow was originally meant to be Midas own version of an empire as it was stated by epic games in the first shadows blogposts. You can dee how after chapter 2 season 3 shadow and their bases were used by the IO.

I think midas betrayed the I owe because the Io job is to keep the loop under control but Midas tried breaking the loop maybe it's because he realized him and his family needed to be free plus during the doomsday event when we teleported to jonesy's office we saw the io had files on Jules midas daughter so that's why I think that

There was never any specifications or evidence that chaos agent didn’t betray Midas which make it entirely possible that chaos agent did betray Midas which can explain the two opposing factions.

few corrections here;
- Yes, the Loop (Zero Point) is sentient because IT fought back against the Device. Not IO.
- The IO never used the Storm to fight back against the Device, IO only replaced the Storm with the Wall of Water so the Loop wouldn’t shutdown.
This is based on Jones’ response of “And that worked? how long do you think it will hold?” after the player sees the Wall of Water
The massive wall of water was storms doing! Storm shield was ios doing
The Storm fought back against Midas.
IO caused the storm to alter to water.
