NYpd was recently sued not for money- but to change their policy. By court order they are only allowed to have a certain amount of cops based on the size of the crowd. And they are only allowed to use certain tactics such as yelling "move back". They are not allowed to use force to move the crowd. The only way to change this during an incident is to get a vote from the city council while everything is happeneing. Never enough time. The cops hands are literally tied by legislation.
